Isabelle De Silva Board French State Council (Paris)

Isabelle de Silva is a Councilor of State at the french Council of State since 2021. Before that she was the President of the French Competition Authority from 2016 to 2021. Between 1999 and 2000, she worked at the French Ministry of Culture and Communication. From 2005 to 2008, she was Deputy Reporter at the Conseil constitutionnel (the French constitutional court). As government commissionner, she worked at the court of conflicts (2006-2009) and at the French Council of State (2000-2009). From 2009 to 2011, she was legal director of the French Ministry of ecology, sustainable development, transport and housing. After serving as member of the French regulatory Authority for press distribution (2012), and then as president of the Sixth subsection of the Administrative Jurisdiction Division of the Council of State (2013), she became member of the French Competition Authority in 2014.

The Autorité de la concurrence’s initiative consists of its Guide for SMEs « Better understanding competition rules ». The Guide, which was released in 2020, has been designed in an innovative format that is practical to use and accessible to everyone. By publishing its Guide for SMEs, the Autorité intends to contribute to better compliance with competition rules. It is a concrete action that illustrates its motto "Competition for all".
